A five-field reading record

  1. Record the jurisdiction and full legal entity.
  2. Identify the issuing authority and original document.
  3. Separate publication, adoption and application dates.
  4. Label the stage: proposal, adopted measure, applicable requirement or reported allegation.
  5. Record the scope and what the document does not establish.
